Shaukiwan, from April 1895 as was again at the Central but not
in charge of the Wa Lane section. He then went on leave and since
his return he has not been in the Central District.

Now in answer to a question of Inspector Mann's San
Yin says that he had heard that the Inspector had taken money
before and if the Inspector had been receiving bribes for a
gambling house lo Wa Lane (then was gambling there prior to San
Yin's house taking up the business in the month of July 1894), it
is of course possible that the Inspector did not wish to lose this
source of income while at Shaukiwan.
However Sam Yin's statements are contradictory and I
regard this case as the weakest of all, especially as Inspector
Mann's district has since my return from leave been very free
from gambling. I cannot now with many new sources of information open to me
learn that gambling has been going on in his district. At the same
time it must be remarked that his district (the Eastern) is re-
moved from the brothels and theatres and is not one in which there
has ever been much gambling.
I attach copy of the Inspector's character roll.
His present term of Service expires in June 1901.
I also attach skeleton pension paper to show how
he stands as regards pension.
I refrain however on the meagre and contradictory
evidence in this case from making any recommendation.
